Karen Rasmussen

Chief Executive Officer

Karen Rasmussen became the Chief Executive Officer of HELP Inc. in November 2012. Ms. Rasmussen is responsible for directing the non-profit as it deploys technology solutions to improve commercial vehicle safety and operations throughout the country.

During a career in transportation safety spanning more than 40 years, Ms. Rasmussen has been involved in all aspects of commercial vehicle operations including safety, education, enforcement, public relations, environmental protection, and local, state and federal advocacy.

Ms. Rasmussen’s experience also includes 11 years as President & CEO of the Arizona Trucking Association, as well as tenure with Ryder System, Inc., the California Trucking Association, Oklahoma Highway Patrol, Oklahoma Governor’s Office of Highway Safety and the Montana state legislature. She has received many trucking industry awards, recognitions and honors, including the Mike Russell Trucking Industry Image Award from American Trucking Associations in 2016 and the J.R. “Bob” Halladay Award from the Trucking Associations Executive Council in 2017. In 2016, Ms. Rasmussen was also named by Fleet Owner Magazine as one of the Dozen Outstanding Women in Trucking. She serves on a number of boards and committees, including as a member of the Truckers Against Trafficking (TAT) Board of Directors and as Chair of the Research Advisory Committee of American Transportation Research Institute (ATRI).

Mark Doughty

President and Chief Operating Officer

Mark Doughty serves as the President and Chief Operating Officer of HELP Inc. Mr. Doughty is responsible for business planning, contracting and the day-to-day oversight of HELP’s service offerings.
Prior to joining HELP in March 2013, Mr. Doughty served as the COO of Contractor Management Services for several years, where he helped lead the company’s growth through creative strategic and business planning, along with managing the introduction of service offerings for new vertical markets in the transportation sector.
Mr. Doughty’s professional experience in transportation includes a decade as president of Moody’s Quick Inc. and Quick Product Solutions, providers of nationwide transportation services as well as warehousing, packaging, and distribution. He began his professional career at Discover Financial Services where he served in several executive positions over a 13-year period. Mr. Doughty serves on the Board of Directors and Executive Committee of Intelligent Transportation Society of America and as chair of its Governance Committee. He also serves on the Arizona Trucking Association’s Board of Directors.

Steve Vaughn

National Director of Field Operations

Steve Vaughn serves as the National Director of Field Operations for HELP Inc. and oversees HELP’s liaison to state agencies which HELP partners.
Mr. Vaughn served with the California Highway Patrol from 1980 to 2008. As Chief of the Enforcement Services Division, he was responsible for providing statewide oversight for commercial vehicle regulation, inspection, and enforcement. He also served as the department’s Congressional Liaison to the U.S. Congress and on special assignment with the Federal Highway Administration’s Office of Motor Carriers in Washington, D.C.
Mr. Vaughn’s experience includes tenure as President of the Commercial Vehicle Safety Alliance (CVSA), as well as numerous committee chairmanships with the American Association of Motor Vehicle Administrators, Intelligent Transportation Society of America and the California Peace Officers Association. Mr. Vaughn is also a longtime member of the TRB Truck and Bus Safety Committee.

Jeff Christian

Chief Financial Officer

Jeff Christian serves as Chief Financial Officer at HELP Inc. and is responsible for organization’s financial management, financial reporting and accounting functions.
Prior to joining HELP in early 2016, Mr. Christian worked 23 years at The Churchill Companies, where he led the large holding company’s tax department and provided financial and operational direction. While at Churchill, Mr. Christian worked as the Chief Financial Officer at various companies including Worthington Aviation, The Buying Group and Churchill Equity, Inc.
Jeff has over 25 years of public and private industry experience in all aspects of finance and banking, mergers and acquisitions, domestic and international tax compliance and planning, and financial analysis modeling.

Andrew Johnson

Chief Marketing Officer

Andrew Johnson serves as the Chief Marketing Officer of HELP Inc. and leads the marketing department responsible for industry communications, strategic positioning, branding and business growth. Marketing programs help educate fleet executives, safety managers, owner-operators, law enforcement and public entities to the safety and efficiency benefits of PrePass products.
Prior to joining HELP, Mr. Johnson served as Global Marketing Director at RAM Mounts, Vice President of Marketing at telematics provider Zonar and General Marketing Manager at PacLease, a division of PACCAR Inc.
Earlier in his career, Mr. Johnson worked various marketing positions within the marine industry, ERP software, and video production services.

Janice Mulanix

Regional Director of Field Operations — California

Janice Mulanix joined HELP Inc. in 2018 after spending nearly 30 years with the California Highway Patrol. She began with the CHP as an officer and was promoted through the ranks, completing her career as Chief of Valley Division, which serves the greater Sacramento and surrounding areas. Her experience includes 15 years of commercial vehicle enforcement experience as a Level 1 trained commercial officer, sergeant and lieutenant. Mulanix also previously served on the Federal Motor Carrier Safety Administration’s (FMCSA) Motor Carrier Safety Advisory Committee.

Jennifer Brown

Regional Director of Field Operations —Arizona, Colorado, Montana, New Mexico, Texas, Utah and Wyoming

Jennifer Brown came to HELP Inc. in June 2015 after 22 years of service in various law enforcement capacities. From 2004 to 2015, Ms. Brown was a lieutenant in the Arizona Department of Transportation’s (ADOT) Enforcement and Compliance Division, overseeing commercial truck enforcement at ports of entry in southeastern Arizona.

Paul Claunch

Regional Director of Field Operations — Alabama, Arkansas, Florida, Louisiana, North Carolina and South Carolina

Paul Claunch joined HELP Inc. in May 2014 as the regional director for seven states, including his home state of Arkansas. Mr. Claunch spent nearly four decades in law enforcement, retiring as Major of the Arkansas Highway Police Department in early 2014. Mr. Claunch is a former President of the Commercial Vehicle Safety Alliance (CVSA).

Greg Kindle

Regional Director of Field Operations — Illinois, Indiana, Michigan, Mississippi, Tennessee and Wisconsin

Greg Kindle joined HELP Inc. in March 2017 as a regional director after 36 years in the Missouri State Highway Patrol, where he retired as a Major. Mr. Kindle is also retired from the U.S. Army National Guard as a sergeant first class.

Terry Maple

Regional Director of Field Operations — Iowa, Kansas, Missouri, North Dakota, Nebraska and Oklahoma

Terry Maple has served with HELP Inc. since 2003, first as a Board Member and has been in his current position since 2014. Mr. Maple served over 30 years with the Kansas Highway Patrol before retiring as the department’s superintendent/CEO in 2011. He served as Deputy Fire Marshal in Topeka, KS and as Undersheriff for Shawnee County. Mr. Maple is also a charter member of the FBI’s Kansas City Division Counter-Terrorism Executive Board.

Paul Sullivan

Regional Director of Field Operations — Delaware, Kentucky, Maryland, Ohio, Virginia, West Virginia

Paul Sullivan came to HELP Inc. in March 2016. He spent 27 years with the Massachusetts State Police, holding the rank of Lieutenant. He worked in Field Operations, Commercial Vehicle Operations, and at State Police Headquarters on the Superintendent’s staff. Mr. Sullivan also worked for the Federal Highway Administration in Washington, D.C., and is a former president of the Commercial Vehicle Safety Alliance (CVSA).
