Richard A. Clasby Rick Clasby is the President and CEO of Heavy Vehicle Electronic License Plate, Incorporated,more commonly known as HELP. Mr. Clasby is responsible for directing the not-for-profit HELP, Inc. as it deploys technological solutions to improve commercial vehicle operations throughout the country. Serving the people of Utah for the past 13 years, Mr. Clasby was involved in all aspects of commercial vehicle compliance from on-road driver and vehicle safety enforcement to the development of training curricula, and, from port of entry management and staffing to serving as a senior public spokesman for Utah's Department of Transportation (UDOT), Motor Carrier Division. A native of Utah and graduate of Weber State’s Police Training and Standards program, Mr. Clasby began his career with the Utah Highway Patrol as a commercial vehicle enforcement officer. He rose quickly through the ranks to ultimately serve as Director of the Motor Carrier Division. An entrepreneur at heart, Mr. Clasby added the phrase “facilitate commerce” to his Department’s Motor Carrier Division statement. He was instrumental in bringing an online permitting system to the state of Utah and over half a million permits annually for over-size/over-weight vehicles, most of them issued immediately and with none taking over one hour. Mr. Clasby's self-described mantra is “what if” and believes his role is to deepen HELP’s relationship with commercial enforcement officials across the nation.
