Karen Rasmussen

PRESIDENT AND CHIEF EXECUTIVE OFFICER

Karen Rasmussen is the President and Chief Executive Officer of HELP Inc. Ms. Rasmussen is responsible for directing the non-profit as it deploys technological solutions to improve commercial vehicle operations throughout the country.

Serving as the president and CEO of the Arizona Trucking Association since 2001, Ms. Rasmussen has been involved in all aspects of commercial vehicle operations including safety, education, enforcement, public relations, environmental protection, and local, state and federal advocacy.

Ms. Rasmussen’s experience also includes tenure at Ryder System, the California Trucking Association, Oklahoma Highway Patrol, Oklahoma Governor’s Office of Highway Safety and the Montana state legislature. She has many trucking industry awards, recognitions and honors.

Mark Doughty

VICE PRESIDENT AND CHIEF OPERATING OFFICER

Mark Doughty serves as the Vice President and Chief Operating Officer of HELP Inc. Mr. Doughty is responsible for business planning and financial management, as well as assisting in day-to-day oversight of HELP’s service offerings. He also serves as President of Auxilium, Inc., a sub-entity to HELP.

Serving as the COO of Contractor Management Services for  several years, he helped lead the company’s growth through creative strategic and business planning, along with managing the introduction of service offerings for new vertical markets in the transportation sector.

Mr. Doughty’s professional experience in transportation includes a decade as president of Moody’s Quick Inc. and Quick Product Solutions, providers of nationwide transportation services as well as warehousing, packaging and distribution in Arizona and New York, and he served on the Board of Directors and Executive Committee of the Arizona Trucking Association. Mr. Doughty began his career at Discover Financial Services where he served in several executive positions over a 13-year period.


Steve Vaughn

NATIONAL DIRECTOR OF FIELD OPERATIONS

Steve Vaughn serves as the National Director of Field Operations for HELP Inc. and is responsible to oversee, as well as provide, liaison to state agencies in which HELP operates. Mr. Vaughn also represents HELP to a number of national transportation and safety organizations.

Serving with the California Highway Patrol between 1980 and 2008, Mr. Vaughn was promoted through the ranks of officer to chief. As Chief of the Enforcement Services Division, he was responsible for providing statewide oversight for commercial vehicle regulation, inspection and enforcement in California. He also served as the department’s Congressional Liaison with the U.S. Congress from 1999 to 2000, and on a special assignment with the Federal Highway Administration’s Office of Motor Carriers in Washington, D.C. from 1993 to 1995.

Mr. Vaughn’s professional experience includes tenure as President of the Commercial Vehicle Safety Alliance, chairmanships of several committees within the American Association of Motor Vehicle Administrators, Intelligent Transportation Society of America and the California Peace Officers Association. He also served as California’s public sector representative to the HELP Board of Directors from 2000 to 2008. Mr. Vaughn is also a longtime member of the TRB Truck and Bus Safety Committee. Prior to joining HELP, Mr. Vaughn served as President of SJV Consulting Inc., a firm specializing in transportation safety and security advisory services.
